In elementary and secondary schools the teachers have more authority as the entire school day is considered time of authority. While it s definitely not illegal for a teacher to keep students in class after the bell there are strict rules and regulations that govern the extent to which they can detain the student. At a university i would say yes. If a teacher hasn t articulated that you must hold and stay in your place then yes the bell dismisses you.
